What effect is this? Redeye?

My colleague taken this with s Coolpix S4 with Flash. The eyes are not red and using Picasa Redeye feature do not rectify this problem.

What effect is this?

What effect is this?

I'm not sure which effect you are referring to. The highlights in the eyes of the children look like reflections of the camera flash.

The picture itself has a colour cast because the camera flash is much too weak for the distance, and the ambient (incandescent?) lighting which has a strong cast prevails.

It's the red eye effect. Just that your white balance is wrong hence throw the colour red to another colour.
