You will need a model release from all the models. From the various companies, unless u have written permission from them or its used for 'editorial' purpose (newspaper) people from the public and with their uniforms can be used.

All these are the requirements that stock photo agencies want from photographers to comply when they submit photos like these, all the permissions blar blar blar you mention is to protect themselves, photographers, photo buyers and their clients.
for photos like these has limited usage and not easy to obtain, not to mention even more difficult to let agencies accept such photos, that explains why TS can't find any photos like these everywhere and come here to look for it.

So this is more likely will be a commission assignment, and whether the photos need to get consents from models, companies? That depends on how TS use it, may able to get away with this if it is using it for internal circulation, or editorial.
But if it is using it for commercials without obtain proper permission, only put themselves (TS, TS's clients, photographer) at risk.

And I believe TS know this very well, knowing this is his job to get permission when commissioning photographers to shoot assignments like these.
