tokina 10-17mm lens filter ???

Can the lens fit any filter on ? (uv) will there be any scratches when screwed in ?

Anyone can help ?

You cannot fit a filter on the front of the lens.

Its supposedly 180 degrees of view so if you even could have a filter on the front, you'll probably have hard vignetting.
