Tips for night photographt

Hi,I am going to have my second photo take in CBD and Marina .I got some question want to ask regarding night photography.

1.Does blackcard need to use during long exposure ??
2.Which setting the best (M,AV or TV) why ???
3.DO I need to remove all my filter ???
