It's a poll. The time at the overview page shows the time stamp of the last voting by someone. Not identical to the last posted message. As a side effect those old polls jump up in the list just because of a vote. Problem is known to the mods and admins, they are looking into that matter.

Correction, this is a known "feature", not a problem. The forums software was designed that way otherwise poll threads will disappear really soon down the index if no posts are created in there. Nothing much we can do about it unless we add some hacks which to be honest, is not on the top of my extremely long list right now.

Having said that though, we have, some time ago, forced all new polls to expire after a period of 3 months (if I recall correctly). So we should see less and less of polls which were started years ago and upped cos of some new votes. Those that still exist are periodically closed by us whenever we come across them.
