Yup I think so too. That is the point. You have to divert traffic, cause jams, etc. the cost is not just $50 and 30mins... its much more than that.

I am glad they don't do unecessary road works as it is.... so much jams already.

Apparently your guest in China is probably from a tier one city, and the one of the top tier one cities in China. Roads are terrible in most of China. Freeways are good though.

I used to remember a time in SG when road works are usually done late in the night to avoid traffic jams. Don't see that anymore...
