When I called the event organiser, the lady said "We are still deciding whether to allow photography as there might be sensitive places that LTA dont want you to photograph." Many people has asked them also, as she mentioned to me.
She will call me once the decision is made. Will update you guys ASAP. We got plenty time rite.

UPDATE:
it has been confirmed that photography is allowed during the ccl discovery tour.
8:30AM is the reporting time for the tour.
So meet at 8:15AM infront of the new MRT entrance.
