Try tripadvisor.com they will list out the hotels according to your budget
mayb can try IBIS at bencoolen. when your friend coming? Sep would be difficult to get rooms due to F1 and prices will sky rocket.
read on news about hotel room price increased by 20% so I dont think can get $150/room night easily if dont want H81/Fragrance type. Especially also want to stay near town. Just a reality check here to manage your friend's expectations.

buttie.....chiu can try victoria hotel, YMCA or Ibis if want $150...not too sure Hotel Re cost how much...

1) try asiarooms.com or agoda.com for 3rd party website on hotel rates
2) H81 bencoolen, and H81 chinatown is pretty clean decent, and cost around $130-150/nite. Ibis and the few hotels along bencoolen are around $200 per nite, depending on what rates u get.
3) Little India and Chinatown has quite a number of guesthouse/inn for u to choose from. They have single rooms and dormitary style accomodations, and some are brand new ones. you can check it out, especially at Dunlop Street.
