Taiwan vs Philippines

Both sides need to slowly back down to avoid escalation to war.

It is harder for Ma Y J, because the Taiwanese fisherman was shot.
If Ma Y J backs down first, KMT will surely lose the 2014 elections for mayors of the five major municipalities and local county magistrates.
If Ma Y J backs down first, the next KMT candidate will surely lose the 2016 Presidential elections.

It is hard for Aquino.
Taiwan beefs up patrols in waters near Philippines - Channel NewsAsia
After news of the incident broke, the PCG spokesman Commander Armand Balilo prempted his own president and made a public statement that no apology was needed.
This shows that the PCG is completely out of control.
After that screw up, Aquino apologised twice.

The Taiwanese threat of sanction to freeze the new hiring of workers from Philippines, is not meaningful. Because it is toothless and weak even if they implement it. Filipinos laugh at this "sanction" in their Internet forums.

In the mean time, the street protest rhetoric is asking for declaration of war, if there is no apology.

I found a link in another forum. This seems to give an insight as to why it says "donation" instead;

Moreover, evidently to maintain the appearance that the Philippine government was not involved, Manila has not offered to pay compensation but merely expressed a willingness to offer “donations from its citizens.” Thus, even the compensation has to be unofficial.

Since Manila does not officially recognize Taiwan, it cannot make restitutions to what is just a province of China.

Translation: Taiwanese investigation team from the National Bureau of Investigations (NBI) viewed evidences as proivded by Philippine authorities including alleged video of attempted ramming by Taiwanese fishing vessel, Guang Da Xing No. 28. Taiwanese NBI investigators claim that the video was "extremely exaggerated" and clearly showed Taiwanese fishing vessel, Guang Da Xing No. 28 being hunted down ruthlessly without mercy.

New accusations by the Philippine authorities claimed Taiwanese fishing vessel, Guang Da Xing No. 28 "blocked" the path of the Philippines' Bureau of Fisheries and Aquatic Resources (BFAR) / Philippines' Coast Guard (PCG) Maritime Control Surveillance 3001 patrol vessel thus they had "no choice" but to open fire.

Biggest problem is, they can't get what they want: Access to Philippine fishing grounds. That's the real root of all this.

Plus the fact that TW is not officially recognized by the PH...

It's clear where this case is heading.

If what the Filipino shipmate onboard the Philippines' Bureau of Fisheries and Aquatic Resources (BFAR) / Philippines' Coast Guard (PCG) Maritime Control Surveillance (MCS) 3001 patrol vessel said is true. He could be a potential prosecution witness for either both the Filipino National Bureau of Investigations (NBI) or the Taiwanese Ministry of Justice Investigation Bureau (MJIB) if a charge of manslaughter is filed.

Translation: Filipino shipmate onboard the Philippines' Bureau of Fisheries and Aquatic Resources (BFAR) / Philippines' Coast Guard (PCG) Maritime Control Surveillance (MCS) 3001 patrol vessel said to Taiwanese Ministry of Justice Investigation Bureau (MJIB) investigators during interrogation that Taiwanese fishing vessel, Guang Da Xing No. 28 came right into their course while they were pursuing a larger Taiwanese fishing vessel. It seems that there is no attempts at ramming by the Guang Da Xing No. 28. Filipino shipmate refused to open fire on Guang Da Xing No. 28 when ordered upon after a warning was given to Guang Da Xing No. 28, but was chastised by his superiors who then proceeded to open fire, rambo style and even snatched his semi-automatic assault rifle away.

PCG: Video doesn’t show coast guards laughing
“Laughing” and “smiling” are completely different, the Philippine Coast Guard (PCG) said Sunday as it rejected the Inquirer’s report that six coast guards were seen in a video laughing as they fired at a Taiwanese fishing boat.

I'll err on the side of caution on this one. I've seen a lot of sensationalist reporting on this incident and they just make things worse. Last time I read, both sides have wrapped up their investigations so we should be hearing from them soon. Anything else at this point IMO are speculation.

They should not have shot in the first place.
Trying to insist that the PCG were only smiling and not laughing when they opened fire, is a pathetic bungle.

Did the Taiwanese team ask the obvious question about the video?
Was it the full video recording and unedited?
Or was it edited with the more incriminating (against the PCG) parts removed before being shown to the Taiwanese team?

It is not rocket science to determine whether the PCG were smiling or laughing when they opened fire.
Release the entire unedited video for the public to view. You will be able to find it on Youtube.

Although Aquino tried to put on a brave front, he knows that the PCG has badly damaged Philippines' reputation and tarnished his presidency. Internally within the Philippines government, he must have given the PCG hell for creating this mess.

When Taiwanese boats were caught poaching in Russian waters, the Russian navy opened fire too. Did anyone complain? No, because they are too scared of Russia.

The Philippines just makes for an easy target for a spineless Taiwanese president.

One will think Filipino's love and passion for voting in famous actor and actress into the congress. These politicians could at least try to hire a decent scriptwriter?
