I think the only reason the girl refuses to press charges is because of family pressure, who wants to lands her sister in jail regardless of what her sister has done to her.
let's pose the question back to you, if it was you, will you press charges against your own sibling? (not jus blood is thicker than water, but imagine the emotional backlash you will get from relatives, friends and maybe even parents?! def too much for a girl to handle la)

But honestly, if it was me, I'd choose to report the incident. Never mind if it means dispensing justice to my own family members. When the Emperor commits a murder, even he is not above the law to escape the fate of being hanged. Much less ur own family member down to ur parents or ur siblings.
On one hand, it may seem that this 'selfless dispensing' of 'high-handed justice' is too much to bear on ur own family member. But den again, if it means nipping a future, potentially bigger problem in the bud, its worth every single minute in court and hope the sibling takes a turn for the better after his/her release.
When family discipline fails to take an internal rebellion on hand to task, the State takes over. In such a case where the elder's sister obviously out of control to tell her friends to gang up, bash her own sister over a dumb joke with condoms, film it down and distribute it all over the world, its obvious that the family had failed in discipline.
Next best thing would be for the State to handle it.
