The bottom part of this lens can be connected to the tripod rite? Then tripod will be fit to the lens for the stability when use?

Yes that is a tripod collar. The lens is mounted on the tripod, and the camera body is mounted on the lens (vs body directly on the tripod for lighter lenses).
