One address one car policy. Addition at 5x of first car if cheaper or the price if higher. 3rd car onwards, 10x! Increase at 5x, see who dares to have multi cars. Then those really needs, got chance to get n therefore, lesser car on roads, lesser every things. If those rich got a 1m car, next car, sure need to consider. Ha ha!
