Oh u mean the one of the stone wall w/ faces? Yup, u can just select a spot, use AF focus on it, the effect is achieved using shallow DOF (i.e. large aperture).

How large does the aperture need to be roughly? say f4?

The bokeh depends on your focal length and the focusing distance also you can shoot at f/5.6 on a 500mm and still get that effect
