yes, in order to grade and output for broadcast television, you'd need a I/O card that can output a REC709 compliant HDMI signal for 'proper' reference. The gamma range and color gamut of a typical graphics card won't give you an accurate representation of what your audience is seeing on broadcasted tv.

Ultrastudio mini via thunderbolt is good enough, and if you don't need the input capture options, you can even opt for the cheaper Mini Monitor series.
