we would like only respectful people who are really going there for photography or to enjoy the scenic and not to stomp on grass, disturb cemeteries, shout in the temple or litter about, etc.

Its still accessible... i doubt there are rangers patrolling that area of the island. The last time i stayed overnight at No.1 there are 3 more campers in the house and 2 fisherman camping on the private jetty.
