You can't turn a bad pic into good pic thru PP. Similarly, a good pic is a good pic, regardless whether it was PPed.

While flipping through Nat Geo magazines, does it matter whether those pics are PPed?

Aselly provides a more balanaced view to say that a bad pic can be better with pp and a good pic even better. That also of course dpeends on why the pic is bad. Bad can mean many things.

If Bad as in bad exposure, PP can help. If Bad as in bad composition, PP MAY help. If BAd as in totally bad (shooting the ass instead of the face), then PP cannot help.

It is better to know the tools and how they work, and what they can do, rather than to dismiss them outright to say that they will not work. That is the purist approach which may no longer be relevant in this day and age.
