In the United States I have had more problems trying to take photos at a shopping mall than at the airport. I was even able to take shots of the screening area with nobody asking questions but at a local mall trying to get some holiday pictures a security guard said no photography was allowed. A mall is considered private property (of the mall owners) and they can decide the policy there. I don't understand why not- but that was their decision.
