We are a school (faculty) in NTU. We are sourcing for photographers to do photoshoots for our annual report as well as other images for our image library. The assignment will include group photos and portraits, images of the school etc.

You mean they're not allowed to use other avenues or anyone else then?

From my understanding, if they're suppose to go through GeBiz, than only contractors/suppliers under the GeBiz scheme can quote/tender for the job. Unless it's special case ( ie: free shoot? ) getting payment may be a problem as it's not through the proper channels.
