Can advise what tool to use to put on pics on CD and can play on normal VCD player?

Try checking out Ulead's PictureShow. Been using it for quite some time. Great piece of software.

Argh. Answered this question in another clinic here.

Anyway, the answer is yes. I've played the VCD on my DVD player and also on my VCD player.
