This Changi T1 is after immigration right? So only for those flying in/out of Singapore.
T3 electronic hub does not sell the lens, only the camera (A7/r). I even asked them to help me get the stock from Sony store, but they can't

that means outside the airport.
inside the airport, you need proof of travel to get the 7% GST rebate.

On departure nia. Arrival not accepts hor.
Can be inside airport, but outside immigration (so ticket not required) via changi rewards program
but only limited to those items they have on stock / allowed to sell ...
There's GST relief (max $600) for arrival, but not sure if this is applicable if you buy at Changi, or only if you bring stuff from overseas.

I think the stores inside T3 (one by Sony Store, one by another company) and the one outside may not be operated by the same company.
T3 outside shop (T3 Electronic Store) has very limited camera/lenses. They have a set of A7R, and probably don't have other lenses or accessories available there.
Inside the airport is different. They have good supply of A7, A7R, 35FE, 55FE. At least during my last trip out of Singapore, they have A7 + kit, A7R as well as 35FE (before launch of 55FE).

Not sure. You could try to call Sony Wisma, Click, SLRR or MSColor. They brought in 10-20 pieces when launched, but mostly sold on Day 1.

T3 outside: electronic hub, I believe is run by sprint-cass. They only have a small camera display/counter, maybe 3x3 meters.
T3 inside: 1 Sony Store; and 1 other shop run by the same company as the e-hub (as they can share inventories).
Usually other store can get stock from Sony store and sell it to their customer, e.g. in Funan, the shop will send their employee to get stock from Sony if they ran out.
But for T3 e-hub, somehow they cannot get the stock from T3 Sony, they can only get from the other stores in the same group (e.g. from T3 inside).
Make sense to me... if they can bring in and out of the customs, then many things can be brought in and out without control.
Not tough to buy from inside stores though. Just ask for help from colleagues or relatives. Everyone go for holidays once a while. Buying just a small 35FE should be easy to carry.
