How come this pic the bokeh is like blur, meaning the circles are blurred and not rounded .... hope you know what I mean, dont know how to say it. Blurred bokeh ?

This is an example of "good" bokeh where the outer edge of the blur is rendered softly. "Round" ones doesnt necessarily means its good bokeh.
