tats why i also not very sure, i am a noobie, i not really know how to assess my shots.......when i maximum the size of the pix, it seem to be blurr although a tripod and a remote is use........
compare to my bro pana FZ50 my DSLR seem to lost to the pro-consumer set.................

Why don't you try make another shoot on the same object with your FZ50 + 400D. And show us the result. .... Anyway you can see the camera setting in the exif data, so other people can help analyze your picture .

The softness is from diffraction. Ideally, you shouldn't be shooting at f/22. f/16 is the smallest I would go in terms of f/stop number. For most landscape shots, f/11 will give you enough depth if you're shooting wide angle.

I hope to get those star effect on night lights, hence will just set the f/stop to the or the aperture to as small as possible........dunno whether can i say in this way or not?

Hmm...
Well, I can say that you should be in the right direction.

As to the issue of your image being blur, there could be other factors causing it. Example, long exposure time of 5mins, even on tripod is still prone to vibration and wind. Another reason could possibly be with the sensor or the algorithm of the image processing of the camera and so on.

Here is my suggestion. Why not you try shooting at
ISO 100, f22, 5 minutes exposure
ISO 100, f16, 2.5 minutes exposure
ISO 100, f11, 1.25 minutes exposure

And compare the results at 100% crop to see the sharpness.
 

maybe jb city lighting too less, u can try shoot at Esplanate there on weekday night.. more office lighting n look contrast..
