Complain to Town Council
Complain to Police

If activity is really illegal, they will certainly keep the noise down after that.


If not action from above 2, complain to MP.
For sure the above 2 will give some sort of response.


Then again, you need may to do some introspection (are you too irritable) or give some understanding to your neighbor's needs as well.
I know some ppl maybe a bit 'siao' anything also 'noisy'


BTW, I live across the block from the famous Yishun lady (reported on newspaper and MP Lee Bee Hwa ask for suggestions to resolve this) who will shout and scold at about 7.20am on most days :D
Sound is bearable on my side, but I really pity the next door neighbors as well as the old lady (mentally not sound).

I only have two plans, if the craziness happens again the next few days I will call the police 1st. If cannot resolve then I will go to meet the people session to see my MP Teo Chee Hean in one of his Fri session (anyway 5 minutes walk from my block only). I am a tolerable person provided it is reasonable and understandable. For hours of kids running and screaming, come on, this is a HDB flat, not a public playground. For this I will retaliate and fight for PEACE.

Sometimes, even MP cannot solve. Like in my case, Lee Bee Hua had to ask for suggestions. Furthermore, you won't believe me, but MP for Jurong and "Minister of State for the Ministry of Community Development, Youth and Sports' stays 1 floor below me, but in this case, also 'bo pian' :D
 

my advice is to do a survey discretely. collect as much information as possible.

time they arrive, time they leave. chat with kids parents are they related to the owner. video record the noise and stamping. take a picture of those shoes outside the home asap.

I doubt by calling the police they will check every kid's identity? Just because of my suspicious on her the police will check for me? Really?

A very good ammo for me. I am sure my neighbor unit will fall under this definition and they are not licensed. Got to print this out and show to the police when necessary.
 

my neighbour below me also like that. everyday got knocking and hammering sound. i went down and had a look, there were lot of junks outside. looks like he is a garang guni.

i wrote to JTC, they said they will look into it...

this is driving me crazy...due to job nature i sleep very late one.....the hammering sound can start at 8am !!! ridiculous !! !! for many months already.....nabei...how come people can be so inconsiderate one........

ps: i wrote to HDB 4 times already, but they ignore my email . so i worte to JTC. if no action taken, i will paste a A3 paper, stick at their door and write STFU !!

Actually if those are really her niece and the women is helping her sisters to look after her child when working, it isn't considered anything illegal. The police do can visit to talk about the others complain, but there isn't much they can do about noise after morning and before 10pm.

If you paste the A3 paper, JTC / police might come look for you instead. The idea is that there is really nothing they can do. You can read the construction standard from NEA (http://app2.nea.gov.sg/topics_noise.aspx), if the guy produce noise higher than 75 dBA after 7am, you can try complain though it is quite impossible.

i say to both victims of nuisance. Call the police and wait for them. clock their arrival everytime they come. i mean call them everyday when there is a nuisance. you don't have to live in silence. if the law can't help, at least get those ppl involve. call call call, the police or town council will sure get involve and meditate. if they dont, go to the MP. the MP is there to help! ask to see the MP, not those ikan bilis..tell them the police and the town council also cannot help.

My advice is to go directly to HDB branch office to report suspected illegal activity. Best if you can get signature from a few households affected by their act. If no actions are carried out, escalate the matter to higher authority.

he did and the reply is 'She said they are all her children and nieces. She also said as long as it is before 10pm I cannot do anything to her and ask me to complain to the minister by all means.'
 

Well, when the HDB and Police start knocking, I suppose she will have to produce all relevant documents to support her statement.

yeah this kind of situation is maddening! but again children sometimes is hard to control...my new neighhour has 3 young kids too. if they are let loose on the corridor i just close my unit door.:angry:

Atleast you have silence after 6pm. My neighbor upstrairs, the kids sounds like playing football till 12am. And they keep on dropping things - marble, ball, and keep on moving furnitures till 2am but we only. Have this problem during school holidays.
