NEED HELP: Anyone know how to use Ulead Video Studio 8 to blur face?

I need so help on whether Ulead Video Studio 8 can blur people's face in a video?

If yes mind sharing to me how is it being done?

If no what software can be used?

Afer searching for quite along while..I realise only After Effects can do tat but the price is "heavenly"

No need After Effects, a bit more work but output is good by using tracking motion.
