easiest?..depends..you can buy some website making software from Challenger, which you can upload you materials. I dont know whether they have some template for showcasing picture portfolio, but you can try. Nowadays, you seldom see pros using plain html, they use flash to showcase their work to minimize unauthorised usage of their photo.
As for music, there are some free music online which you can just loop. But mind you that some are NOT free actually. You must give them credit.
Try to have a look at some photographer's website that you like and have a specific theme that you might want to portray with ample consideration for users/clients that you have in mind.
If you are proficient with flash, php or asp.Net, then it is better. You can customize you website to your hearts content. I got a website once, paid every year for it. In the end, i became a premium subscriber to an online photosite. Better and more focused.

If you choose joomla as yr cms of choice, oziogallery is a module you can download and install. Other photo galleries for joomla are also available, some flash-based. All are open source and free. That requires some knowledge of php and css to hack and put up yr site, as I imagine you wld hv.
If you prefer to sub out to web designers instd of d-i-y, flash galleries are eye-catching and there're many to choose from. Go FULL screen rather than the miserable teeny sized galleries u see on many photo sites ! Some however don't like to be tied down to a proprietary platform like flash, and choose javascript instd.
