Actually, I do agree with Rashkae that you actually need to be at least that much (3000-4000m) higher to get a "bigger" moon with current equipment. Being at 1st Floor or 20+th Floor, it wouldn't make that much of a difference imo...(personally tried it on 1st Floor and 24th Floor, didn't notice anything bigger or the difference is not visible to my eye)

For your info, that same moon was pretty when it rises the same night, but I got myself to blame for concentrating sunset and didn't notice the moon raised behind me and missed the full bright moon in blue hour...
