That setting has been temporarily removed while we monitor the server for performance. Once everything has settled down, we will turn features back on one by one.

Thanks for the compliment. Our reason for not having the New Reply button at the top is very simple - we want members to scroll down and read all the posts in the thread before hitting the New Reply button to post as then, they will be able to understand the flow of the thread better.
