Remember Rwanda. UN had soldiers on the ground. Refused to order them to act to stop the killing. USA did not send troops to stop the killing. About 800,000 killed. Mostly with machetes chopping. When big powers act, it is always out of self-interest. Now if Rwanda had 40% of the world's supply of OIL reserves, then it would be a different story. If the big powers cannot find a good reason to rush in with troops, they will invent one...such as for example, they suspect someone is having weapons of mass destruction. But of course everyone knows the REAL reason.
