Because from what i know, the "number of zoom" is biggest no divided by smallest number. Thus from my knowledge, both are 5X zoom? (sorry for the x times zoom again

Yes, Threadstarter. You are making a whole mess of the idea with the whatever X you are thinking of. Understand this carefully else i think you are going to make calebk attack you with some lenses...haha
Simple logic: drop the idea of 3x, 4x or whatever x. It is not relevant whether it can zoom more or not. Instead, look at the end mm of the range of each lens. eg. for 18-55mm, you know it gives you reach up to 55mm while 55-250mm gives you reach up to 250mm.
Where you are using 1 same camera, the bigger the mm, the more magnification you can do. that is to say, for 18-55mm, your lens can zoom from 18mm to 55mm. Same goes for 55-250mm, you can zoom from 55mm to 250mm. REMEMBER..THE CALCULATION OF X DOES NOT HELP YOU IN ANYTHING HERE...
UV filters for both your new lenses are recommended. Circular polarizers, hoods can wait.
I already did some calculations for you in my last post, seems like you are not reading carefully to see how much things generall cost.
Here's your requested items, prices though quite accurate, are general:
1) 40D with Kit 1 = 1750
2) 55-250mm IS = 360
3) Extreme3 4gb CF card = 70
4) Dry-cabinet 30L = 100
5) 430EX flash = 490
6) Bag = highly variable but you can get something between $70 to $110
These only add up to 2.9k, well within your budget. I was thinking it's always better to choose 1 good lens then keep buying and selling, cause you actually spend more money that way, my personal preference. I choose to buy my 24-70 and will never need another lens in that range unless i break my glasses. But you must be sure what you like first. In fact, go test the lenses out before putting in 100% decision. This was the reason why I suggested the 70-200 f4 L. Even with your above requested items, you still can well afford it with you budget, only downside is you miss out a little between 55mm and 70mm.
Bags can get from various brands, most important is that you like it. Example: Lowepro, Tamrac, Kata, Thinktank. But Lowepro would be more affordable, Tamrac second. The other 2 brands you probably need to up your bag budget by another $50.
