good idea. suggest to structure it like the buy and sell section.

e.g.
1. Photography service required
2. Fee required/budget
3. Date(s) and time
4. Name and Type of event
5. Location
6. Total number of hours
7. Food/transport allowance
8. Deliverables (CD, prints, album)
9. Name, contact number, email address of contact person
10. Any other requirements

If you are students, and your institution has a photography or visual arts club, approach them to help provide support as an inter-club cooperation thing where they have an opportunity to shoot, and you get your coverage.

You can still pay them, that would go a long way toward helping them become a club that is viewed as a genuine asset to the school by providing photographic support to all kinds of events.

No idea leh, I mean he/she said it was a tight budget, but yet it could mean a mini windfall. Either that is recovery PR or it really is. But until the value is stated by the thread starter, there will always remain some doubt and skepticism. If the TS is really intended to dispel the skeptcism, then the sum should be stated - if not, the audience here will presume that tight budget really means low as hell.
