Hoya does not makes camera lenses, but they do makes optics for other uses like your spectacle lens, or for consumer camera, filters.

Between Sigma and Tamron, they both have their strengths depending on which lens we are talking about. You have to be more specific.

As for marquee lenses, they normally are better built and have better optics(not all), but they do cost more than equivalent 3rd party lenses.

Personally I would recommend the manufacturer's lens. For eg. if you get Nikon then get its lens and so forth. Not to say that 3rd party lenses are not good do more research and find out, that's the fun of it :)

You need to research a lot when buying lenses because they are quite an investment.Read reviews from different sites and ask your peers for advice and decide from there.
There are some sigma lens that are better than tamron lens and vice versa, as gogglez said do some research. As for manufacturer's lens(nikon/canon) they are the best in terms of performance and quality(both in build and photo quality). Some are reasonably priced and some are, well should I say, out of my reach.Depending on your budget you will have to compromise between performance and price. A reasonably priced canon lens for example is the 17-40 f/4L, it is sharp and has very good build quality.
The Tamron 180mm Macro lens is a good example of performance and price compromise. It is as sharp as its canon/nikon counterpart but less expensive, it focuses slower and louder but for macro shooting it's not a big deal.
If you are a serious photographer (even an amateur one) you will want to save up for one of the great lens out there. For me its the canon 70-200mm f/2.8 IS USM, its expensive but it takes very sharp pics and has a very useful focal range, great for portraits. Puts a smile on my face every time. :)
