Hi Yun,
That's a cloud formation. This is real.
It was shot in himalayan town of binsar, in uttarakhand, india.
It was a sunrise shot, though the sun is on the opposite side.
Eearly morning, when the sun rays broke thru' the horizon, it had this effect on the clouds.

what event and venue is that?

though the older lady in black takes the centre stage, i find my eye attracted to the lady in front with her intense looks and the white floral band on the anterior part of her scarf (saree? or whatever it is called)

cirrus clouds, but this one is quite concentrated together.

i find the cast too strong. while it enhances the sky (though a little over), the cast becomes very apparent in the bottom where the houses are.

the pictures will be enhanced with short first person account.
the above picture makes me wonder if u r a traffic police or someone of certain authority allowing u in that special position.
