Pop up is TTL flash. Even though the damping decreases the flash power, the pre-flash is also lower, so the camera metering reading the weaker pre-flash, will tell the popup to fire even stronger, giving you the same intensity in the end. All you are doing is just wasting battery power.
I used the tissue paper method as 'emergency measure' when there was no other way to get more light. It works if one does not stand to close to the subject, allowing the light to spread. It always needs to be paired with FEV of -0.5 or -1 to look good. But the main difference is: it was used as fill flash, not as main flash.
