regardless of who's playing, the outcome of any match or resting of any players will affect the scores of all teams.

nope, I didn't suggest that. It's an observation that many teams have certain Chelsea and Man U players in their squad and some even designated one of these players as captains. It's a devastating loss of points if the captain does not play and get zero (or just two pts).

This is one of the worst week, if not the worst, in terms of scoring. Only one team (KC Rangers) scored above 30 in the top 10, way below the average 40-50 points per week. Think this is mainly due to the poor performance of favourites like Henry (1 pt), Lampard (1 pt), Van Nistelrooy (2 pts), and generally poor scores from the defenders. Louis Saha also didn't play. There're no changes to the top 10 except for All Blues replacing Russian Power.

Next gameweek features additional matches from Middlesbrough and Birmingham City.

There's still one more match (Middlesborough vs Tottenham) before conclusion of gameweek 27. At this moment, KC Rangers and Persian Immortals have edged ahead of Zenith into 3rd and 4th position respectively. Mpenza Eagles also squeezed into top 10 replacing Toon Utd. Nistelrooy's poor performance (0 pts) affected the performance of many teams.
