a compact would not be able to generate this, it is pp - although iboey should correct me if i'm wrong. this effect *can* be achieved in camera on a dslr with a specialised tilt-shift lens, but the lens is very expensive and usually used more for architectural purposes instead of this.
that said, old thread on this, if you're interested. there are two pretty detailed photoshop tutorials on how to achieve this - note that not every picture is good for this post processing, the clubsnap thread link i have posted would generally give you quite some samples to look at.

interesting capture... love the tilt and mood... never really experimented with tilted compositions... maybe I should try that that out as well... curious how she would sounded like playing the instruments...
