that's what all mean bosses think. They always think you're skiving and under utilised. Work that has to be done got to be completed, whether by 10men in 1 week or 1 men in 1 day.

there are many more cases where the boss is incompetent and leads the team in the wrong direction causes many cases of re-work, rejected efforts and wasted time.
While the work keeps coming in, the earlier loads has to be done many times over.
And the better part of the story is that the bigger bosses thinks highly of this manager who has totally no direction and no idea even how the company works.
