hey i just checked my Hoya filter case, it said " Made in Japan by Tokina Co. Ltd." ;p
btw im using a Hoya UV(C) multi-coated 67mm ($36 from SLR Revo)

aiya the best is no filter ...

only for effects like slower shutter (ND filter) ,polarising filter then use ...
