Help on videocam purchase

Please suggest a videocam for beginners worth $400 to $550. I have limited budget and need it only for family videos. Also, are there videocams that can take photos?(that would be a plus)

Many people don't know this but P&S still cameras have larger sensors than low-end camcorders. Consider TZ8,9,10 for AVCHD video.
