My educated guess is Bishan Park close to Block 219, the light tower in the spider's eyes is likely the light pylon of Bishan Stadium.
"Train go round and round" refers to the Bishan MRT depot
600 meters from "the worlds smellest flower" ...... Rafflesia was refering to the "Rafflesia Condominium" opposite Junction 8 by Far East Organisation and not the flower itself
my second choice which I eliminated was block 101 the light pylon in the spider's eyes could be from RI sports stadium however it is abit far from "where the train go round and round"

PS : think my distance of 600 meters is not accurate , on second measurement it wound be more accurate to be around block 207 area .....

Hmm but the clue is the trains WILL be going round and round, meaning at present, the trains have yet to go round and round as suggested. Thus, the depot seems unlikely.
Still think its in the Botanic Gardens where they're building a MRT station.

Block 301/303 shunfu road, beside marymount mrt (u/c).. not sure which exact block.. a few blocks around these few blocks qualify.. 301/302/303/304/305/306.. around this area

Okie ! Here is my shot on where exactly the shot was taken.... btw I am not familiar with the area so all this are predictive calculation based on inference and guesswork.
The shot was taken as indicated.... the spider's right eye reflects block 301, the light and shadow on the building indicated that the shot was taken in the late afternoon.
It appears that you have a admirer behind your left shoulder.
From the above I narrowed down the location to be approximately as indicated
