To be frank - location does not really matter. The nicer and more decent hotels tend to be located a distance away from the shopping area, IIRC. Besides, taxis there are pretty reasonably priced.
As for view, if it is very important to you I suggest you avoid the Golden View Hotel if you are thinking of photographic views - there is no clear view of the sea. The best photographic opportunity I got when I stayed there was an antique car parked at the front of the hotel.. :bsmilie: But otherwise, it's quite a quaint place, and has great club sandwiches in the sole cafe available there.
Harris Resort should have a good view if you get the correct orientation - it's right next to the sea, located at Waterfront City. Which means easy access to loads of entertainment if you're into water sports (though at tourist prices, but still ok la) and Go-Karting. Which means it's probably a good place to go if you have kids - since they have quite a list of activities within and around the resort itself.
I've heard that Novotel isn't too bad either, but I can't be sure - haven't been there nor stayed there before. Hope all this puny information helps.
Btw - before you go back to SGP, please please please go to that shopping centre right opposite the ferry terminal in Batam - you usually have time. Or if you're going there yourself please make some time. You must check out that donut shop there. Can da bao back to Singapore, hee hee. Very nice!
