freebsdntu, 200 bucks would get you there no problem.
Total cost of equipment and chemicals, i paid 120 SGD. Very affordable.
You can find other low cost alternatives, suggest below, borrowing from eosandy:
A DIY frame for inside dark bag to make it into a tent works really well for me. Makes it easier loading negs onto rolls.
[optional, i have no problem doing it without one]
Add negative clips for hanging them during drying
[use your household clips, those u use to secure ure clothes on the laundry line.]
Film Scanner if u want to view & touch-up shots before printing
[optional: can send to a reliable/trusted lab]

I started shooting randomly & aimlessly with Digital P&S
Got down to business with a Yashica Electro GS & than a Bessa R3A, hopefully I will be seeing some Leica or carl zeiss glass this year for my bessa!
Anyway, film made me less trigger happy, taught me more patience, composition skills etc. That is because films, processing & scanning cost $$$$ & with only 36 exposures or 12 exposures for medium format camera, one is forced to learn.
I process my films either at KT, Triple D or at my neighborhood store at Eastpoint, Simei. But have been processing more lately at Simei due to it being 5mins from my place. It cost me $3.50 to process, $5 to scan. But lately I have gotten myself a scanner to save all that cost in the long run.
If you are keen to shoot film in the long run, it is wise to safe up to get a scanner considering if U have processed+scanned more than 50rolls at the labs. It is really alot of cost savings.
& to help save on the cost of film, I usually buy them in bulk, 10packs or more.
For the younger generation, I suggest giving film a try or if you are more adventurous, I would recommend fully manual SLRs (e.g. olympus OM10, Nikon FM2/FE2 etc.), manual focus, manual film forwarding etc.
or if you like taking a step further back, try your hand at Rangefinders, it is manual everything.
Shooting film is not as simple as digital, takes time & alot of practise to cut down on mistakes etc. Starting with C41 would be good before progressing to E6 film, which isnt very forgiving(I think most of the digital generation has never heard of E6)
You can get these cameras at a pretty decent price.
I choose to stick to nostalgia & shoot only on Rangefinders, find them a little more challenging & rangefinders are a piece of art. Something so small & compact can take brilliant pictures & their valuation really holds, its like an investment.

No doubt a $6 casio at the pasar malam is more accurate than my whole collection of fully mechanical timepieces, I still choose to pay a ridiculous amount to buy them & wear them. Same goes for shooting film for me, digital might just be close to perfection(some think not, so do I) but shooting in film, it is an art.

U can get flatbeds at Sim Lim Sq.
Am using canon 8800F, heard that Epson V500 is better. If you got spare $$ to spend, go for Epson V700!
Or if U got even more $$$ to burn, can get nikon's dedicated film scanners.

u can get them at sim lim or online. there is this photog store run by china national salesmen/women (not seedy tho), they hv dedicated one for abt $1K. (augh!). i use a canoscan 8800f, but the output is a lil soft. but good enough as i'm not a pro or making fine art prints... plus it's super fast for document scanning, i can throw away all my old notes n sketches etc. he heh
