I'm no expert but based on my experience with flash trigger and recievers, essentially you need to set your flash to receiver mode (has built in receiver ) via it's menu as the godox x3c is in transmitter mode or master. Then next you need to set on X3c the group and channel number . After this set the flash mode like ttl, manual or custom. Also canon R6ii has flash group settings so read the camera manual and el-5 user manual too. Not to mention X3c.
But as always a video is helpful. Btw I assume you want to use flash off camera.

Do note Xc3 is for godox flashes so it's not specifically designed for canon el-5 but it uses the same 2.4 ghz frequency. Canon has it's own trigger St E10 but I guess it's cost more hence you bought godox. Xc3 compatible with canon R6ii.

X3c tutorial.

El-5 flash.

TTL exposure has it's problems so you need to know how to use it effectively.

I have the same problem....

Are you trying to trigger the EL-5 via wireless communication from the XC3 on your camera? I don't see that described anywhere.
If you want to turn your EL5 into a wireless flash, you need a Godox trigger and a Godox receiver, both for Canon.
Here, 'Compatible with Canon' means simply that the trigger/receiver combo transmits the Canon specific flash control signals that would normally run through the hotshoe. It does not mean that the Godox trigger can drive a Canon flash via wireless signals. (Similar to autofocus on RF mount, Canon would have a very strong Opinion about such a function offered by a third party manufacturer.)
