Can anyone tell me if the F200EXR has full manual exposure control i.e. manually set aperture, shutter speed and ISO?
Would this cam be better than the Canon S90 and the older F31fd in terms of low light, high ISO performance?

It has a manual mode with a range of shutter speeds but only 2 aperture settings, F3.3/9.0 (wide angle), F5.1/F14 (telephoto). I am not sure if any other PnS of this size can provide more apertures with such space constraint.
Personally, P mode plus compensation almost satisfies most of my requirements. SP mode will be good for the more creative ones but doesn't border with the technical aspect.
Manually setting for faster shutter usually not required cos F200EXR often selects faster shutter than needed until constraint by preset ISO or preset Auto-ISO. In addition, the built-in stabilisation may also help when lower shutter sets in. But not for fast moving subject.
Manual Mode loses benefit of auto ISO and auto-DR. But I will need it to fix aperture to F9 or F14 during close-up for better DOF. Will certainly need it more when I get my DCR-150. I then vary the shutter to centre a yellow bar on the LCD after selecting the ISO manually.
Now for comparison, the IQ of F31FD is still unconquered by F200EXR, particularly without EXR. The noise handling of the older sibling is certainly better than HR mode at any ISO than ISO100. Maybe the question now is whether F200EXR has spearheaded a new precedence in PnS market, stressing on better DR than mere resolution and noise handling offered practically in all PnS as much as F31FD has pioneered the rest to refocus on better noise control some years ago. This we shall see in the upcoming PnS from the rest.
As for S90, I personally feel (no offence) it may not always have the IQ of an F200EXR when the latter is well handled based on a few comparisons I happened to come across. Maybe it is the benefit of DR. Also not a fault of anyone because S90 has to be designed significantly inferior to many of its bigger siblings that fetch the higher premium. I have read even LX-3 may be hard fight with F200EXR. There are some who consider the better G10 and G11 not a match to LX-3. Perhaps, beyond ISO800 or HR mode with higher ISO, F200EXR will show up losing them all.
