Freelance Video business?

The rates issue have been discussed to death with no useful outcome. 
It really depends on what type of 'filming' you're talking about, and in which area of business. Although the job scope is similar, ie. to film or video document something, but the diversity is wide.
Some freelancers or pros here do wedding work, some events coverage, some deal with corporate, others specialise in narrative/drama, and some deal with TV broadcast.
Just as a ballpark, I film my kids & family for free.
