what if she is caught & will that make the photographers that engaged her become her "employer" since they are paying her. Will they be charged for employing a foreigner to work in singapore without proper work permit?

Nope. She would be considered self-employed in this case and would have to register a business to carry out her work. Employment pass would not be applicable here.

I just checked again. If she is not a PR and wants to register a business, she would need an employment pass first. Of course, that is only the "by right" way.
