Go to control panels, select Adminitrative Tools icon, select Computer Management icon, go to Disk Management icon.
On the 'Action' drop down menu in Disk Management, select 'All Tasks', there is the 'Format' function, select the correct device (eg. 3.81 GB, drive f, g, etc), format as FAT or FAT 32 depending on your camera.
