In the UK, most drivers will actually stop and let you cross the road, if you are waiting to cross after them. They won't flash their lights though to let you know they are coming, so that you can stop and wait for them to pass. Not everyone does this, but there are enough cases that I saw to confirm it.
Beating up and bullying is wrong. The worst is to chase the elderly couple to continue to harass them, even though it seems like the guy is upset he needs to walk, instead of driving a big car. That said, I don't know what transpired to judge the case.
