Most local cat owners do not confine their cats. It's a norm here. Where as in some areas of some (foreign especially) places, caging a pet cat is the norm, regardless of abode height. It vaires according to places, so for all the given circumstances, I wouldn;t say the mom is at fault. BTW...balcony, not windows. As in HDB flat balcony.
I don't mean confine the cats. I mean making the house cat-proof... that means all windows and large open spaces should covered with something too small for the cat to get out... you can install small grills or wired meshing... even at balconies, this can be done. You can diy or hire professional to do it.
Most people with small kids would ensure their entire house windows have window grills, including balcony to prevent the kid from falling over. People would take such precaution with their kids... leave nothing to chance... but why not with cats?? :cry:
