Adjust your white point for the school building. If you want more blue sky, use PS gradient blue filter to increase the sky color.

add a normal layer, select blue, apply gradient to new layer.

you can pull the gradient layer beyond your photo, so you dun need to have transition across half frame.

BTW, which PS version you are using? I dun have use PS since CS3. :embrass:
