shooting in trains are generally frowned upon, because Japanese are generally uncomfortable with cameras. the station attendants will reject any request for shooting as well, although it's not a written rule. there're some artist photographers who do shooting on trains here, the important thing here is mainly what you want to do with the pictures. if it's just one or two snapshots usually everyone will just ignore, if you openly shoot as if the train cabin is your hunting ground then you'll definitely be questioned.
